This paper is on comprehensive planning, an approach to urban design thathas been followed by most for decades, based on the idea that a long-range physical plan for a city will be developed, one that covers the city geographically and that addresses each function that makes the city work as a physical entity and that affects its physical form. Comprehensive planning is a statement of policy and not a program of specific actions.
