Social Policy This paper coniders the nature of three theories of policy planning, appling them specificlaly to the developemnt of edcuational policy with regard to changing th dropuout rate, and the three theories are elite theory, incremental theory, and rational comprenehsive planning theory, finding that the latter is the best approach but that thid does not mean tha elite theory is not operating at the same time.
