The Constitutionality and Effectiveness of Gun Control Initiatives in the United States Congress This paper examines the issue of whether or not the United States Congress should pass legislation banning all non-sporting guns. The paper argues against such a proposal because it violates Constitutional rights in addition to being entirely ineffective at reducing crime. Since the majority of guns used in crimes were procured illegally, such legislation would only limit those individuals who are law-abiding without having a significant effect on the incidence of violent crime in the United States.
