Access to Health Care in Canada. Although Canada has universal medicare, differences exist in the quality and access to care for different people. There are many societal, cultural and geographic factors that influence access to health care in Canada. This problem is getting worse because of the impact of cost-cutting measures on the Canadian health care system.
