Theories of cooperation explain administrative behaviour better than theories of competition. This paper examines the operation of the bureaucracy. It argues that theories of competition rather than theories of cooperation best explain administrative behaviour. It assesses the role of interest groups, intra-bureaucratic conflict and the role of elected politicians.
