The Citizen and the State In the modern democratic society, the citizen and the state are expected to function in a reciprocal relationship. The citizen demands specific action from the state in the form of policy, action, and services, and the state responds to these demands through providing the best options available within the context of internal (e.g.: financial) and external (e.g.: geopolitical) forces.
