Our New President and the National Debt. This paper will summarize the plan of President Bush for decreasing the national debt. President Bush's new plan to lower it will increase GDP and decrease the unemployment and interest rates while lowering the chances of another recession. There is a lot of debate in Washington and amongst the business world on whether policymakers should focus on lowering the National Debt or concentrate on the microeconomic conditions.
