Case Study No. 1 RE Anthrax, Ciprofloxacin and Bayer AG. Under conditions of emergency including the likelihood of war, the American government can requisition corporate products. At first, the Anthrax 'scare' after September 11th, 2001, promoted ideas of an epidemic according to fear of germ warfare. Since then, cases have reduced but the problem remains of how to ensure adequate supplies from a private-sector manufacturer. A key factor is the drug's price, beyond the reach of poor citizens. The fact that Ciprofloxacin in marketed at much lower cost in Third World countries, however, suggests that it is possible to manufacture the drug affordably.
